HON. KARUE AND THE MEDIA REPORTS

My attention has been drawn to media reports attributed to Nyandarua Senator Hon. Muriuki Karue touching on alleged loss of funds as earlier reported by the Auditor General.
While addressing a public rally on Sunday 9, 2015 in Engineer town, Hon. Karue claimed that my administration cannot account for Sh746 million spent during the 2013/14 financial year.
Further, Hon. Karue claimed the money was lost mainly through flawed tendering process in the construction and opening up of access roads across the Nyandarua County.
Nothing can be further from the truth.
The report by the Auditor General refers to Sh410 million whose documents had not been presented to him by a few government departments- chief among them the department of Roads and Public works- by the time the interim report was concluded.
I wish to emphasize that what the auditor general presented is an interim report which is bound to change once the relevant documents being sought by his office on various tenders have finally been presented.
I believe Hon. Karue is an experienced politician and technocrat and he fully understands the dynamics of accounting for government funds. The report by the auditor general is not conclusive because what we have is an interim audited accounts and my administration has already made efforts to provide the relevant documentation before the second and final report is prepared.
It is therefore the height of hypocrisy for Hon. Karue to organize public rallies in the county with a view to feeding the public with half-baked reports on audited accounts whose aim is to stir up political protests and incite the public against their government.
Hon. Karue has been Senator of Nyandarua County during the past two years but he has never engaged my administration on constructive issues or even addressed the Nyandarua County Assembly on issues affecting this County.
He appears only keen on hyping public emotions perhaps hoping to resurrect his political image ahead of the 2017 general elections.
The Senator can easily walk into my office and seek for clarification on any issue because that is his right. But he has chosen to be antagonistic and is busy peddling rumours and lies against my administration instead of seeking for the truth.
He is behaving like a drowning man who clings to papyrus reeds in the hope of saving his life. Sadly, the Senator is doing this at the expense of the people of Nyandarua.
Time has come for Nyandarua people to reject such politicians because they have nothing to offer; instead of teaming up with my government to solve socio-economic challenges facing our county, Hon. Karue has turned out to be a lone ranger whose main pre-occupation is to fight my government.
The report by auditor general for 2013/14 has raised eyebrows from many quarters and none other than H.E. the Deputy President has raised concerns saying it was not representative of the truth. So one wonder why Senator Karue has chosen to use this document to malign the government. He should tell the world who he is working for.
My administration has taken steps to go into the bottom of this matter and that explains why I have asked 13 senior officials including a CEC member and a Chief Officer to step aside to allow for thorough investigations.
Until this matter is fully investigated and the auditor general issues the final report, nobody should be in a hurry to condemn the government.
I assure members of the public that no stone will be left unturned in unearthing the truth.

Nairobi Water Company Boss Visit Nyandarua county Governor.

Nyandarua Governor H.E. Daniel Waithaka Mwangi welcomes to his office the Managing Director of Nairobi Water Company Eng. Philip Gichuki. The MD and a team of senior officials from his company briefed the Governor about this year's Sasumua Half Marathon which is scheduled to take place on October 31, 2015.The company pledged to donate water tanks to selected primary and secondary schools as part of its Corporate Social Responsibility, provide dust-bins to business community in Njabini town, and earmark Sh4 million bursary to bright children from poor background attending public schools in the area. Also present was CECs Hon. Peter Gathimba (Tourism and Sports), Hon. Grace Gitonga (Water, Energy and Environment) and Hon. Gitau Thabanja (Lands and Housing).

Nyandarua County Assembly pass a Motion to register displeasure with the conduct of the County Senator Muriuki Karue.

Nyandarua County Assembly on Tuesday 4th August 2015 passed a Motion to register displeasure with the conduct of the County Senator Muriuki Karue.
The Senator had planned a Public Meeting at Ol kalou on Monday the 3rd of August 2015 where he was expected to read the Auditor General’s Report for the Year 2013/ 2014 which indicates that the County Government cannot account for Ksh. 400 million.
The meeting was however foiled by local youths before it kicked off who pulled down his tent, removed the public address system and pelted his vehicle with stones when he arrived.
The County Assembly’s Majority Whip John Gachari moved the motion of discontent in the House as a matter of County importance upon suspension of the usual business.
Gachari who is also the MCA for Shamata Ward added that the report had been committed to the Assembly’s Public Accounts Committee for scrutiny, yet the Senator disregarded the Assembly and convened the meeting.
While contributing to the Motion, Ol Kalou Ward MCA Kamau Ngotho said the Senator has never had time to either inspect Government Projects in the County or push any County agenda in the Senate.
He also accused the Senator of supporting the Coalition for Reform and Democracy CORD in saying that the report by the Auditor General is reliable.
“If the Deputy President is saying that the report is faulty, who is he (senator) to say that it is genuine?” he wondered.
Gathanji Ward MCA Samuel Thuita said the Senator has failed to resolve the conflict surrounding Nyahururu Town that has been a tug of war between Nyandarua and Laikipia Counties.
“We have continued to lose millions in terms of revenue in the town which we believe was snatched from us and the Senator has never made any effort to have the National Government compensate us on that front,” he said.
Nominated MCA Dorcas Kihara said the Senator was chasing investors away by calling public meetings to say that the County Government is embezzling funds.
The Assembly Deputy Speaker Wambugu King’ori who was in the Chair directed that a formal communication in this regard be made to the Speaker of the Senate Ekwe Ethuro, Nyandarua Governor Daniel Waithaka and the Senator himself.

Passenga Secondary School in Ol’Kalou sub-county (Aberdare region) beat Metropolitan’s region’s Laiser Hill 1-0 in hard fought boys’ final in Machakos County last Saturday.
John Avire’s sixth minute strike settled the pulsating final as Passenga made history by becoming the first school from Aberdare region to win boys’ national football title since the games started 45 years ago.
Passenga who had eliminated Lake Region’s Kisumu Day 4-3 on post-match penalties in the semi-finals, avenged their 2-1 loss to Laiser Hill in the preliminaries.

Nyandarua County Senator Eng. Muriuki Karue chased away by Olkalau resident.

Nyandarua Governor H.E. Daniel Waithaka Mwangi and area Members of the County Assembly address an impromptu rally outside the Governor's car park in the heart of Ol'Kalou town. The residents matched to the park and demanded to be addressed by by the Governor soon after chasing away Nyandarua Senator, Eng. Muriuki Karue who attempted to convene a meeting in the town allegedly to discuss reports by Auditor General. The angry residents dismissed Karue as a failed politician who had slept on his job in the Senate saying he had called the rally in an attempt to resuscitate himself politically. On their part, the MCAs accused Karue of treating them with disrespect by failing to address any meeting in the County Assembly since he was elected Senator in March, 2013.

PASSENGA TEAM IS RECEIVED WITH SONG AND DANCE AFTER EMERGING TOPS IN FOOTBALL TOURNAMENT
Nyandarua County reverberated into song and dance after one of its secondary schools won football title to represent Kenya in the East-African tournament scheduled to take place in Kigali, Rwanda next week.

Sports fans in the County led by County Executive Committee Member for Tourism, Sports and Wildlife Hon. Peter Gathimba drove in a convoy of vehicles to receive the Passenga team at Nyandarua-Kiambu border near Soko Mpya.
On receiving the team, the huge convoy drove through Magumu, Njabini, Miharati and Ol’Kalou towns before landing in Nyahururu town where they caused a stir through the town streets on Sunday while singing, dancing, and blowing horns.
The group later drove back to Nyandarua county headquarters in Ol’Kalou where they were received by Nyandarua Governor, H.E. Daniel Waithaka Mwangi.
The Governor who gave cash reward to the team, promised that his administration will look for ways of assisting the team financially ahead of the tournament in Kigali, Rwanda on August 11.

Nyandarua Governor Suspend Corrupt County Government Officials

GOVERNOR TAKES DRASTIC MEASURES TO TACKLE CORRUPTION.


Nyandarua governor, H.E. Daniel Waithaka Mwangi has suspended with immediate effect a Cabinet Minister and a Chief Officer following the audit reports released by the Auditor General in regard to use of public funds during the period 2013/14 .
Addressing a press conference at his office today August 1, 2015, the Governor announced he had suspended Roads and Public Works Minister Hon. Eng. Charles Mugo Chiuri and Finance Chief Officer Mr. Michael Kamau Kuria.
The Governor also directed the County Secretary Mr. Frank Muchina to write letters of suspension to the following officers:
• County Roads Engineer Mr. Zablon Karenge
• All officers who were working as sub-county Roads Works officers during the period 2013/14. They include;
• Mutahi Wahiu, Patrick Gachugi, Samuel Mugi, Joseph Kiai and Davis Gitau.
The Governor also directed the CS to immediately suspend the following officers:
• Records Office Mr. David Kigoro
• Officer who was in charge of fueling road trucks Mr. Christopher Muiruri
• Principal Youth Training officer, Ms Mary Njugi,
• Sports Officer, Mr. Earnest Macharia
• Officer in charge of IFMIS Ms Joyce Mrefu.
The Governor directed the CS to investigate the officers named on their role on the problems of expenditure in their various dockets. He said the report should be handed to him within four weeks.
The Governor assured members of the public and development partners that no efforts will be spared to safeguard public funds and that any officer found culpable in corruption will be dismissed and the monies lost be recovered.
“I want to remind all persons holding public office in my administration that they have to deliver services to the public and I will not tolerate those sleeping their jobs,” he said.
The Governor was accompanied by the Chief of Staff Mr. Daniel Gitau Mburu, political advisor Mr. Njihia Wangungu, Legal Advisor Mr. Julius Kamau Muthanwa, and the Director of Press Mr. Eliud Miring’uh.

RE: MANAGEMENT
Following a report by the Auditor General in regard to the use of public funds in Nyandarua County during the 2013 – 2014 Financial Year, my office wishes to safeguard the public finances by taking the following steps:
I have with immediate effect suspended:

1. CEC Member in charge of Roads, Public Works and Transport – Eng. Charles MugoChiuri

2. Chief Officer – Finance & Economic Planning – Mr. Michael KamauKuria

And
I hereby order the County Secretary to suspend with immediate effect the following officers:

i) County Roads Engineer – Mr. ZablonKarenge

ii) All officers who were working as Sub-County Roads Works officers during the period under review namely; MutahiWahiu, Patrick Gachugi, Samuel Mugi, Joseph Kai and Davis Gitau.

iii) Records office David Kigoro and the officer who was in-charge of fuel Christopher Muiruri.

iv) Principal Youth Training Officer – Ms. Mary Njugi

v) Sports officer – Mr. Ernest Macharia

vi) Officer in Charge of IFMIS – Ms Joyce Mrefu

3. Establish a committee to investigate on the above officers on their role on the problems of expenditure in their various dockets. I expect to get the investigations report in four weeks.
I take this opportunity to assure the people of Nyandarua County and our development partners that no efforts will be spared to rid of the county elements of corruption if any is established after the investigations.
Any public officer found to have embezzled public funds will be sacked immediately and legal action taken to recover all monies that they may have misappropriated.
I also want to remind all persons holding public office in my administration that they have to deliver services to members of the public. My office will not tolerate anybody found to be sleeping on the job.
